Three Democrats vie for county council

Bourff, Fulk join Lushin on ballot for 3 at-large seats

The Howard County Democratic Party has a full slate of candidates for the three at-large seats on the county council.

Jerri Bourff, a former Howard County clerk, and Mark Fulk, currently the president of the Russiaville Town Council, were added to the November ballot to run with fellow Democrat James Lushin.

Currently the three at-large seats are held by Republicans Stan Ortman, Jeff Stout and Joe Pencek.

Bourff, 68, served two terms as the Howard County clerk, first winning election in 1982 and being re-elected in 1986.

She previously was chairman of the local Democratic Party and also vice chairman. Bourff has also served on the Russiaville Town Council.

“I see some big changes coming,” Bourff said of her decision to run for county council. “It’s time for the county council to elect a woman. There never has been a woman on the council.”

If Bourff, Fulk and Lushin are successful in the November election, it would give control of the council to the Democratic Party.

“In all the years I’ve been voting, the Democrats never had control of the council,” she said.

Fulk has served 13 years on the Russiaville Town Council, first winning election to a seat in 1996 and has been president of the council for the past decade.

He has served on the Harrison Township Advisory Board and served as a volunteer firefighter for the Harrison Township and Russiaville fire departments.

Fulk formerly worked at Continental Steel until it closed in 1986 and now works for Emerson Appliance Controls as fabrication manager and environmental coordinator.

“I feel that my experience in government and manufacturing gives me the ability to view issues on a broader scope and analyze information to make sound logical decisions,” he said.

“The goal should always be to insure fiscal responsibility while providing the highest quality services.”
