Bill attended Point Isabel School grades one through eight and went to high school in Sharpsville, where he graduated with the class of 1939, serving as class president. He also attended Kokomo Business College.

He was a member of Sharpsville United Methodist Church, where he was in the choir for many years, served as a lay leader and taught Sunday school class.
