MUNCIE — A convicted killer now living in Muncie is accused of failing to register with local authorities as a violent offender.

The Class D felony charge, which carries a possible three-year prison term, was filed Thursday.

Harbert, then of Marion, was 17 when he fatally shot 42-year-old Frankie Leon Woodard during a dispute over a dice game in Kokomo on Aug. 21, 1993.

Woodard, of Kokomo, died of a single gunshot wound in the heart.

Harbert was sentenced to 30 years in prison in June 1994 after pleading guilty to murder.

According to court records, Harbert was released from prison last year.
